Part II: How Do I Access Regulations Issued By U.S. EPA?

Three recently released Web sites help the public stay informed and involved with policymaking decisions at the U.S. Environmental Protection Agency (EPA) and other federal government agencies.  Add these pages to your internet favorites to check often.  The public can access rulemaking documents and comment on rules from all federal agencies on the "Regulations.gov" Web site.  As previously reported, EPA began to direct the public to www.regulations.gov to submit electronic comments on proposed rules.  See this Observer article for more information. On February 18, EPA launched its Rulemaking Gateway in order for the public to more fully participate in its rulemaking process. The gateway provides information as soon as work begins on a rule and provides updates on a monthly basis as new information becomes available. Time-sensitive information, such as notice of public meetings, is updated on a daily basis.  EPA's Rulemaking Gateway complements the Regulations.gov site.  Access the Rulemaking Gateway at http://yosemite.epa.gov/opei/RuleGate.nsf/. On February 16, the Office of Management and Budget launched its Office of Information and Regulatory Affairs (OIRA) "dashboard" on reginfo.gov, the Web site that discloses information about OIRA's review of draft regulations. The dashboard takes the information on reginfo.gov and formats it to allow the pubic to sort rules by agency (e.g., EPA), length of review, stage of rulemaking, and economic significance.  Access the dashboard at http://www.reginfo.gov/public/jsp/EO/eoDashboard.jsp. Final rules, EPA guidance and compliance assistance tools are also available on EPA's Web site at http://www.epa.gov.  In addition, AGC of America worked extensively with EPA to provide online compliance information tailored to the construction industry, available at the Construction Industry Compliance Assistance Center, http://www.cicacenter.org.
