AGC of America is governed by a Management Committee, Board of Directors and a Board of Governors.
Board of Directors
The Board of Directors is the governing body of the Association. The Board has full authority to define policy governing its own conduct and the affairs of the Association. The Board is composed of the AGC Officers, the Occupational Division Chairs and Vice Chairs, the Specialty Contractors Council Chair, the Service & Supply Council Chair, the President of the Executive Leadership Council (ELC), and nine (9) members selected by the President.

Mr. Rick Andritsch has been associated with the construction industry since 1986. In 1998 he joined VJS Construction Services (VJS) as Senior Project Manager and in 1999 he was promoted to Partner and Vice President of Business Development. Based in Pewaukee, Wisconsin, for 78 years, VJS has served as a leading general contractor, construction manager, and design builder, playing a pivotal role in shaping and revitalizing communities throughout Wisconsin. The firm’s areas of expertise span various sectors, including K-12 Education, Higher Education, Senior Living, Multi-Family Housing, Corporate, Civic and Community, Manufacturing/Industrial, Aviation, Religious, Retail and Hospitality, and Healthcare markets.
Prior to joining VJS, Mr. Andritsch attended the University of Wisconsin – Milwaukee and Keller Graduate School of Management.
Mr. Andritsch maintains an active membership with the Associated General Contractors of America. Throughout his tenure with the National Organization, he has held various leadership roles, including serving as the past Chair of the Business Development Forum, past Vice Chair and Chair of the National Building Division, past Chair of the Public/Private Industry Advisory Council, past Co-chair of the American Institute of Architects/Associated General Contractors Joint Committee, and served on the National Board of Directors of AGC of America. Mr. Andritsch is in the final stages of completing his responsibilities with the AIA/AGC Joint Committee.
Mr. Andritsch places great importance on community service and involvement. He has previously chaired the Board of Directors for Rogers Memorial Hospital and has served on the Board of Directors for the Rogers Behavioral Health Foundation. Additionally, he has held the position of Chair for the YMCA of Greater Waukesha County Board and is a current board member, as well as a past chair of the Board of Directors for Waukesha County Business Alliance and is currently a board member. Moreover, he is a recent board member of the Architectural Review Board for the Village of Oconomowoc Lake, Wisconsin Policy Forum, and actively contributes as a member of the Executive Leadership Council for the Metropolitan Milwaukee Association of Commerce.
Due to his philanthropic endeavors, community engagement, and exemplary leadership, Mr. Andritsch has been honored with numerous awards, including the "40 under 40" accolade by the Milwaukee Business Journal, the "Committee Chairman of the Year" title by AGC of Greater Milwaukee, and, alongside his wife, the esteemed "Family of the Year" recognition by Family Service of Waukesha, Wisconsin.
Rick and his wife Stacie have been married for over 30 years and are proud parents to two daughters, Sam and Lulu. Sam recently graduated with a master's degree in Environmental and Global Health and is now working for the Bill Gates Foundation. Lulu is heading into her first year of Physician's Assistant School in Madison, WI. Stacie recently retired from her career as an in-house attorney specializing in labor and employment for a national healthcare system. Outside of their professional lives, the family shares a passion for fly fishing and traveling together.

TREY PEBLEY

Position on AGC Board: 2026 Senior Vice President
Trey is the Chief Administrative Officer of Foremost Paving, Inc., a Highway, Heavy Civil, and Utility construction firm that performs work in South Texas. Trey received a Bachelor of Baccalaureate Science Degree in Management from Texas A&M University in 1994 and Masters of Land Economics and Real Estate from Texas A&M University in 1995.
Trey has been actively involved in the AGC at the state and national levels since 2000. He has served the AGC of Texas as President, a Board of Director, Municipal Utilities Division Chairman and as an Area Chairman. At AGC of America, he has served as Chairman of the Utilities and Infrastructure Division. He is currently serving on the AGC Charities Board and is a member of the Consulting Constructors’ Council. Over the years he has served on many other AGC of America committees.
Trey has served as a City Commissioner for the City of McAllen. Prior to that he served for 8 years as a Trustee on the McAllen Public Utilities Board. He has also served on various local charitable boards and associations.

DON WEAVER

Donald L. Weaver is a seasoned construction executive and industry leader with more than four decades of experience in heavy civil construction, business operations, and organizational leadership. He currently serves as President and Chief Executive Officer of Weaver-Bailey Contractors, Inc., where he oversees the company’s strategic direction, operations, and financial performance.
A native of Arkansas, Mr. Weaver graduated from Conway High School in 1976 and earned a Bachelor of Business Administration from the University of Central Arkansas in 1981. He began his career with Weaver-Bailey Contractors in 1978 as a Project Manager, gaining hands-on experience supervising field operations, managing budgets, and coordinating with owners, subcontractors, and vendors.
In 1985, he advanced to Chief Operations Officer and Vice President, a role he held for two decades. During this period, he led daily operations, estimating, workforce development, and financial planning, while guiding project management and field supervision teams. Since 2002, Mr. Weaver has served as President and CEO, setting the company’s vision, guiding executive leadership, and maintaining strong relationships with public agencies and industry partners.
Mr. Weaver has been deeply involved in industry leadership, serving on the AGC of America National Board, as President of the Arkansas Chapter in 2002, as Highway Chairman for AGC, and as National Chairman of The Road Information Program (TRIP). He also serves as Chairman of the American Concrete Paving Association and as a board member of the Arkansas Contractors Licensing Board.
He is equally committed to community service and serves on the board of Methodist Family Health.
Mr. Weaver resides in Conway, Arkansas, with his wife, Debra Ann Showalter Weaver. They have two children, Charles and Abbie, and two grandchildren, Sawyer and Luke. Outside of work, he values family, community involvement, and advancing the construction industry.

DOUG MAIBACH

Position on AGC Board: 2026 Treasurer
Doug Maibach is a Director of Barton Malow Enterprises. Doug has 46 years of experience in the construction industry and during his career was responsible for Barton Malow’s Finance, Insurance, Risk Management, Community Relations, Industry Relations, Labor Relations, and special project delivery.
Doug grew up with Barton Malow beginning doing odd jobs for the company when he was fifteen. His first official job was working on a layout engineering crew after graduating from high school. In 1984 Doug graduated from Michigan State University with a Bachelor of Science in Civil Engineering and joined the ranks full-time. To enhance his ability to manage he enrolled in night school to complete studies for a Master of Science in Business Administration from the University of Detroit-Mercy.
Doug has been involved in some of Barton Malow’s most difficult and demanding projects, serving as Project Engineer, Superintendent, Project Manager, Project Director, Officer, and Chairman of the Board. His experience includes a variety of projects including stadiums, power plants, hospitals, special events facilities, industrial, amusement, and higher education facilities and he is proud of working on projects that had a positive impact on the communities around them.
Over the years, Doug has been actively involved in numerous professional and community activities and has demonstrated an unwavering commitment to the construction profession. He has been a leader on a number of committees for the Associated General Contractors of America, including the Building Division, PIAC, AIA/AGC, Project Delivery, and the AGCA Education and Research Foundation. He has also been involved with the Construction Users Roundtable and the Construction Industry Institute. He is a past president of the American Concrete Institute-Greater Michigan Chapter, as well as past Chairman of the AGC of Michigan board. He is also a member of the Engineering Society of Detroit, and a registered Professional Engineer in Michigan, Ohio and Connecticut and a Licensed Builder in Michigan, Louisiana, California, and Colorado.
As a sensitive and committed community member, Doug has supported the Woodhaven Retirement Community, the Apostolic Christian Church of Livonia MI and Sarasota FL, the United Way, Habitat for Humanity, the American Heart Association, ACE Mentor, and the Children’s Center of Detroit.
