AGC Groups

AGC of America is served by a number of volunteer groups that work to address industry issues, exchange information and ideas, and lead change within the construction industry. We rely on our volunteers to help advance the AGC mission. These volunteer groups discuss key construction industry concerns, exchange information and ideas, and recommend policy change within the association.

AASHTO - AGC-ARTBA Joint Committee

Function:
  1. To review and recommend AGC policy on matters concerning highway and transportation construction;
  2. To meet with state highway officials, and ARTBA to discuss matters on highway construction;
  3. To promote harmonious relations that are in the public interest between state highway and transportation officials and contractors;
  4. To discuss jointly those matters which relate to or affect the actual construction of highways and transportation facilities. To this end the joint committee is responsible for considering any matters of general interest and applications that affect both contractors and transportation officials;
  5. To promote an increased scope of joint cooperative activities between state highway and transportation departments and contractors at the state level;
  6. To discuss the development, use and application techniques of construction equipment and materials. To carry on a technical program to increase communications and dialogue between state highway departments and the materials industry so that consideration may be given to new products and the industry may learn of highway department needs;
  7. To review legislation and regulations affecting the highway industry.

The AASHTO-AGC-ARTBA Joint Committee works through 4 regional committees:

AIA-AGC Joint Committee

Function:
  1. To provide working level liaison with the American Institute of Architects (AIA) and to provide a forum for the exchange of information on matters of mutual concern;
  2. To represent and advance current positions, views and goals of the AGC Building Division;
  3. To act on matters of direct interest to architects and building contractors as they relate to their participation in the construction process;
  4. To promote and increase joint activities between the national organizations and their local chapters and components in order to enhance industry professionalism consistent with each association's policies and procedures; and
  5. To make recommendations on matters requiring attention at the highest organizational level of each association.

Audit Committee

Function:

To assist the Executive Board in performing effectively its fiduciary and oversight roles in ensuring reliable financial reporting reducing risk and maintaining donor and public confidence.

Business Development Forum

Chapter Administrative Committee

Function:
  1. To consider the relationship between National AGC and its chapters with respect to the granting of charters.
  2. To recommend the assignment of occupational and territorial jurisdictions.
  3. To consider mergers of chapters and name changes.
  4. To recommend the manner of adjudication of disputes arising between chapters.

Construction Leadership Council

Contract Documents Forum

Function:
  1. To continue to be recognized as the leader in providing and continually improving upon balanced contract documents for the construction industry.
  2. To be aware of the needs and concerns of AGC members and chapters.
  3. To advocate equitable risk allocation between Designers, Owners, Contractors, Subcontractors and Sureties.
  4. To actively participate in the creation and endorsement of a comprehensive family of documents and educating all parties in their use.
  5. To provide critical information to the industry on contract documents issues.
  6. To reinforce AGC's commitment to skill, responsibility and integrity through contracts.

Corps of Engineers Committee

Function:
  1. To provide liaison between contractors and the U.S. Army Corp of Engineers on matters of mutual interest.
  2. To maintain continuing discussion with Corps representatives on specifications, contract administration, standard contract documents, bidding procedures, and governmental regulations.
  3. To promote public awareness of the need for justifiable and feasible public works projects.

Environmental Forum Steering Committee

The Environmental Forum Steering Committee members serve several functions, including but not limited to:

  • Oversee the activities of the Forum and task forces;
  • Make reports and recommendations on behalf of the Forum to the Executive Board;
  • Develop policy recommendations and programs on matters in the scope of the Forum; and
  • Establish and sunset task forces within the Forum.

Federal Acquisition Regulation (FAR) Committee

Function:
  1. To establish relationships with key federal procurement regulatory officials.
  2. To promote Federal Acquisition Regulation (FAR) policies that are consistent with AGC policy and that improve the manner in which the federal government procures construction and construction-related services.
  3. To coordinate and advise on all official AGC communications related to the FAR.
  4. To represent AGC in government and industry procurement reform coalitions and related efforts.

Financial Issues Committee

Mission Statement:

The committee’s role is to identify key issues developing in Tax, GAAP and Financial Leadership and advocate at the high standards of AGC for policies, standards and education that benefit the betterment of the construction industry. Committee members are expected to be actively involved in the advocacy and/or education of government leaders and staffs. Peer education would be through the joint AGC/CFMA Construction Financial Management Conference, AGC of America Convention, biannual FIC meetings and/or other AGC Forums.

Function:
  1. To monitor and analyze the tax, fiscal and monetary policies of the federal government to determine their effect on the construction industry.
  2. To review accounting practices and procedures and Internal Revenue rulings and regulations affecting the construction industry.
  3. To represent the Association before the IRS, SEC, FASB and other regulatory agencies as may from time to time be determined by the Officers or Executive Committee to be necessary and advisable.
  4. To provide liaison with other industry groups on matters of mutual interest in the area of its function.
  5. To encourage awareness and implementation of sound fiscal policies and procedures by AGC members.
  6. To develop and recommend AGC policy on legislation and regulations involving tax and fiscal matters.

FIC Members have been an integral part of the successes at mitigating or improving the accounting and tax policies set forth by Congress and FASB, including:

  • Leases Project
  • Revenue Recognition
  • Federal Estate Tax
  • Multiemployer Plan Disclosure
  • Numerous U.S. Treasury and IRS regulations

Highway Work Zone Safety Committee

Function:
  1. Promotes, develops and recommends practices that improve worker and motorist safety in highway work zones.
  2. Reviews and develops AGC policy on regulation and legislative proposals that impact contractors in the highway work zone.

Human Resources Forum Steering Committee

Function:

Members of the AGC HR Forum Steering Committee are industry HR professionals who volunteer their time and expertise for the collective benefit of AGC member firms and the industry at large. Members help shape the agenda for HR policy discussions and priorities within the association. Members network, share information, provide advice and ask questions via the HR Forum Message Boards, and through conference and summit events. Members provide input to shape the annual HR Conference and annual HR Summit.

Industry Liaison Committee

Mission: The Industry Liaison Committee of the AGC Building Division establishes cohesive relationships with relevant building construction industry associations in order to advance the building construction industry.

 

Function:
  1. To establish regular liaison meetings between building contractors and appropriate representatives of private building owners, such as Construction Owners Association of America, Construction Users Roundtable, National Center for Construction Education & Research, and Lean Construction Institute.
  2. To maintain continuing discussions with appropriate liaison on all aspects of their respective building programs including funding, delivery systems, procurement procedures, contract administration procedures, and all other matters affecting constructors interests in sound and effective private building construction programs.
  3. Be a source of information on things that AGC needs to address in either a position paper or guideline, be the conduit into the right hands of people, to the right staff. Conduit of information to the right groups.
  4. To coordinate AGC private sector outreach marketing and education efforts with appropriate committees and task forces.

International Construction Committee

Function:
  1. To improve the competitive position of United States contractors working abroad.
  2. To secure a fair share of the overseas construction market for U.S. contractors who bid to multilateral financing agencies, such as the World Bank, Inter- American Development Bank, and Asian Development Bank.
  3. To cooperate and meet with international contractor and engineer associations and regional development banks.
  4. To promote or oppose legislation affecting overseas construction.

IT Forum Steering Committee

Function:
  1. Oversees the activities of the Forum at large, the Sub Forum and its Task Forces.
  2. Making Reports and recommendations on behalf of the Forum to the AGC Executive Board.
  3. Developing policy Recommendations, meetings and other events regarding matters within the scope of the Forum.
  4. Establishing and sunsetting sub-Forums and Task Forces.

Lean Construction Forum

Naval Facilities Engineering Command Committee

Function:
  1. To provide liaison between contractors and the Naval Facilities Engineering Command on matters of mutual interest.
  2. To maintain continuing discussions with Naval Facilities Engineering Command representatives on specifications, contract administration, standard contract documents, bidding procedures, and governmental regulations.

Open Shop Committee

Function:
  1. To study open shop related problems of members and chapters and to develop and recommend to appropriate existing committees and the Board of Directors, policies and programs designed to preserve and protect the contractor's right to determine the labor relations policy of his or her company, as well as preserve and protect the free market in the selection of construction service providers and in the performance of those services.
  2. To represent the association in its relations with the Federal government, national associations or groups of associations representing contractors and construction users' organizations on matters involving open shop construction.

Safety and Health Committee

Function:
  1. To develop and produce safety and health resources to assist AGC members with their safety and health responsibilities.
  2. To track OSHA regulatory issues, ANSI standards development and proposed safety and health legislation to keep AGC members properly informed and to take appropriate action where necessary.
  3. To manage the National AGC Safety Awards (NASA) program so AGC members have a mechanism to compare their safety record with other AGC members performing similar types of construction.
  4. To maintain the partnership with Willis Towers Watson to orchestrate and administer the annual Construction Safety Excellence Award (CSEA) program.
  5. To provide safety and health training for contractors, supervisors, foremen and workers.

Function:
  1. To provide liaison between contractors and the Small Business Administration on matters of mutual interest.
  2. To maintain continuing discussions with Small Business Administration representatives on specifications, contract administration, standard contract documents, bidding procedures, and governmental regulations.

Union Contractors Steering Committee

Function:
  1. To study relations between contractor members, chapters and unions, and develop association policies for use by association members and chapters in their relations with unions representing their employees.
  2. To represent the association in its relations with the international unions representing construction craftsmen, national associations or groups of associations representing contractors, construction users, and construction users' organizations and the federal government on matters involving construction industry labor relations for contractors operating with collective bargaining agreements.
  3. To develop and take an active role in the implementation of programs to assist chapters in developing stronger communication, cooperation and support in labor relations matters between and among chapters, other associations of construction contractors, construction users, and construction users' organizations to improve the conduct of union-management relations.
  4. To review legislation and regulations affecting contractors operating with collective bargaining agreements.
  5. To propose legislation to amend, repeal or initiate labor laws relating to contractors and chapters operating with collective bargaining agreements.

Short Term Volunteer Opportunities

The following are short-term and/or task-based roles that you may participate in as you are able to. This will allow you to get involved with AGCA even if you don't have much time.

 

AGC Connection/Social Media Influencer - Initiate and participate in conversations on social media and the mobile app.

AGC Ambassador Program - Greet and connect with new or prospective members during the AGC Convention.

Member Spotlight - Showcase a project or program you are proud of! Provide your photo (or a company photo) and short description to be featured on the AGC Connection mobile app and social media.

Lean for Trades Toolbox Talk - Participate as a featured speaker focused on a lean construction concept.

New Member/Member Engagement Focus Group - Participate in conversations focused on improving AGC's member engagement and outreach initiatives.

Writers for Business Development Best Practices - Help create content and share your best practices.

Marketing Focus Group - Review and provide feedback on AGC's communications and marketing initiatives on an as needed basis.
