OFCCP Releases Updated Federal Contract Compliance Manual

The U.S. Department of Labor’s (DOL) Office of Federal Contract Compliance Programs (OFCCP) recently published the updated Federal Contract Compliance Manual (FCCM). The Manual provides guidance for OFCCP's compliance officers in conducting compliance evaluations and complaint investigations and provides federal contractors with compliance assistance.

It has been updated to reflect revisions to OFCCP’s regulations and practices, and to ensure transparency and provide greater clarity for the user on a number of issues. Here are some changes you'll find in the new FCCM:

  • Revised to align with new directives 
  • Inserted new protected bases
  • Added and updated language describing the Section 503 and VEVRAA nondiscrimination and affirmative action requirements

The FCCM, last updated in 2014, is also now available in electronic form allowing quick navigation throughout its eight chapters and references additional resources such as sample forms, sample letters, and a glossary of abbreviations.

OFCCP helps federal contractors comply with the law and understand OFCCP's compliance evaluation process. The hope is that the release of the updated FCCM will further this aim and serve as a useful tool for federal construction contractors.
