The HCWP is a joint workforce development program AGC has joined with Federal Highway Administration (FHWA), the US Department of Labor Employment and Training Administration (ETA), ARTBA and AASHTO  to cooperate in promoting highway construction careers. HCWP grew out of a two-year pilot program in twelve locations (6 states, 6 urban areas) to determine if cooperative efforts between the construction industry and federal agenicies could have a positive impact on workforce recruitment, training and retention. The lessons learned from the pilots are highlighted in a “Playbook” intended as a guide for other highway and workforce system representatives to establish HCWP Programs. The Playbook is available at: https://www.fhwa.dot.gov/innovativeprograms/centers/workforce_dev/hcwp/playbook/
