The president, Congress and federal agencies have issued a barrage of new executive orders, laws and regulations with which your construction business must comply. On top of that, there are more proposed regulations coming down the pipe. During this webinar, construction law and regulation experts will discuss the new and pending regulations impacting your business.

Please join AGC’s Director of the Federal and Heavy Construction Division Jimmy Christianson and the construction law firm Smith, Currie and Hancock’s Doug Tabeling for an overview on:

  • The Fair Pay and Safe Workplaces Executive Order that requires federal contractors and subcontractors to track and report safety, health and employment law violations within the past three years with their bids and report every 6 months on that information after contract or subcontract award;
  • Department of Labor proposed and final rules requiring contractors to report data on equal pay and employee compensation, prohibiting pay secrecy policies, revising reporting requirements for veteran employees, discrimination based on sexual orientation, and establishing a federal contractor minimum wage;
  • Small Business Administration proposed rules expanding the mentor-protégé program to all small businesses, changing small business performance of work requirements, and tweaking small business affiliation rules; and
  • A new Federal Acquisition Regulation rule requiring contractors police their subcontractors and suppliers for human trafficking violations.

DOUGLAS L. TABELING counsels the construction industry and government contractors in all aspects of commercial law and public contract law. 

Doug devotes his practice primarily to avoiding and resolving disputes concerning construction projects and public contracts. He represents a variety of construction owners, developers, construction managers, general contractors, trade contractors, subcontractors, and suppliers in negotiation, mediation, arbitration, and litigation.  Doug is experienced in drafting and negotiating contracts and in asserting and defending against construction claims.  

Doug’s experience includes claims and disputes involving contract changes, construction defects, design errors and omissions, differing site conditions, payment disputes, schedule delay and acceleration, and contract terminations. He advises clients on contract formation, warranties, mechanics liens, surety bonds, construction insurance, indemnity, contractor licensing, and sales and use taxes. Doug also counsels clients in the unique aspects of government contract law, including the False Claims Act, the Buy American Act, contract proposals and procurements, bid protests, ethics and compliance programs, and small-business preference programs.

Doug is proud to be actively involved in The Associated General Contractors of America and the Associated General Contractors of Georgia.  He is a member of AGC Georgia's Board of Directors,  a member of AGC  Georgia's Legislative Committee, and a past Chairman of AGC Georgia's Young Leadership Program.  Doug is also a member of AGC of America's Construction Leadership Council Steering Committee, a member of AGC of America's Project Delivery Forum Steering Committee, and editor of AGC of America’s State Construction Law Matrix. 

Doug is the author of four chapters on the ConsensusDOCS in the book “Alternative Clauses to Standard Form Construction Contracts,” and he is the co-author of the Georgia chapter in the American Bar Association’s “State-by-State Guide to Construction & Design Law.”

No refund will be provided if you do not meet this deadline, however you may transfer your registration to another employee within your organization. AGC of America will provide all registrants with a recording of the webinar and the PowerPoint slides following the program.
