Disadvantaged Business EnterprisesSince the late 1970's, federal, State and local governments have established programs designed to maximize opportunities for firms owned by minorities, women and disadvantaged individuals to compete for and perform contracts. The United States Department of Transportation (USDOT) issued revised regulations in February 1999 regarding the participation by Disadvantaged Business Enterprises (DBE) in USDOT financial assistance programs. AGC has developed programs to assist DBEs in being success in the construction industry, including the development of Mentor/Protégé programs. AGC has also developed guidance to assist contractors in complying with DBE requirements. AGC, in conjunction with the National Association of Minority Contractors and Women 1st , have developed a tool kit to assist contractors in complying with US Department of Transportation requirements for the utilization of Disadvantaged Business Enterprises. These requirements apply to US DOT funded contracts, including highway construction projects that are funded through the federal-aid Highway program. |
