The AGC Federal Contractors Conference is the only national event where AGC contractors and federal agency personnel can meet in a collaborative forum to review federal construction contracting issues from around the United States. This conference is designed to allow open dialogue between contractors and the federal agencies to discuss contracting issues critical to the construction industry. Top decision makers from the federal agencies with large construction programs will be in attendance. These insightful and highly productive exchanges have solidified the need for both Federal construction contractors and the Federal construction agencies to share information on a wide variety of issues, foster better communication and real solutions.

Who Should Attend?

If you are engaged in any aspect of constructing, designing, or planning a Federal project and you are a general contractor, specialty contractor, service/supplier, attorney or any other important stakeholder already engaged in the Federal market, this conference has a place for you. If you are interested in learning more about Federal contracting opportunities and how to get started, this conference is a great place to begin your learning experience. AGC chapter leadership and staff are also invited to attend and be a part of this great meeting.

AGC contractor members who perform Federal work are served by two Occupational Divisions - the Federal and Heavy Construction and the Highway and Transportation. Division members perform a diverse range of projects including building construction for agencies such as the General Services Administration, military construction projects for our Armed Services, highway and transportation projects for our nation, and water resources projects that benefit our nation's navigation and flood control. The Occupational Divisions provide members from specific industry segments the opportunity to stay informed of emerging issues and trends that are relevant to the type of construction work they perform every day.

Capitol Hill Visits

Constituent visits are vital to a successful advocacy strategy on Capitol Hill. Given the pressing legislation currently being considered in Congress, it is imperative that your elected officials are aware of AGC's position on issues of importance to the construction industry. The AGC Federal Contractors Conference provides an excellent opportunity for attendees to meet with their legislators on the importance of infrastructure funding and removing onerous government mandates that stifle economic growth for construction contractors.

AGC fully briefs and prepares attendees for meetings with their members of Congress. The legislative briefing is an informative session that features AGC subject matter experts on legislative issues who reinforce the importance of advocacy and prepares attendees to have successful and substantive meetings. All attendees will be provided 1-pagers on AGC's top issues to take with them on their visits. AGC also provides a customized state fact sheet that provides pertinent economic data on your state compared with the national averages on nonresidential construction spending, construction employment and construction industry pay.

Please indicate your willingness to participate in hill visits during the registration process for the AGC Federal Contractors Conference. Once you register for the conference, AGC staff will contact you to assist with scheduling the meetings with you members of Congress. Hill visits will take place in the afternoon on Wednesday, April 24, 2013. In addition, a member of AGC's Government Affairs staff will be available to accompany you on visits if you wish. If you are a construction contractor working for the federal government, you are well aware of the many different players in the process, including suppliers, service contractors, and sureties. With so many moving parts, these projects require detailed knowledge of the special procedures and legal principles applicable to government contracts that combine elements of administrative law procedure with federal contract law. This advanced contracting program provides a detailed survey of federal government construction contracting. Some topics that may be discussed include:

  • Effective Federal Proposal Writing & Navigating the Bid Protest Process

The head of Davis-Bacon enforcement for the U.S. Department of Labor's Wage & Hour Division's Government Contracts Team, Timothy Helm, will begin the workshop with a discussion on lower-tier subcontractor compliance issues. Specifically, Mr. Helm will address how prime contractors can help their lower-tier subcontractors comply with Davis-Bacon and the increasing DOL effort to ensure compliance.

This Round Table is free to Federal Contractor Conference registrants. For individuals who wish to attend only the safety manual revision round table, please see the rates below.

AGC Member Rate: $100
Non-Member Rate: $150

This round table session provides an opportunity for attendees to provide input into the Army Corps of Engineers Safety Manual (EM-385) revision process directly to Army Corps and NAVFAC safety representatives. Construction safety professionals are highly encouraged to attend. This will be one of the last opportunities to comment on the revision process before a new safety manual is released.
