Deadlines
- Projects must be under contract or construction within 12 months of enactment or February 17, 2010

- Funds not subject to matching or cost sharing requirements
- Priority for funds given to projects on a state priority list that are ready to proceed to construction with 12 months of enactment or February 17, 2010
- Not less than 50 percent of the funds to be used to provide additional subsidization to eligible recipients in the form of forgiveness of principal, negative interest loans, and/or grants
- If sufficient eligible projects exist, not less than 20 percent of the funds must be used for projects that address green infrastructure, water or energy efficiency improvements, or other environmentally innovative activities
- U.S. EPA will redistribute funds not under contract or construction within 12 months of enactment or February 17, 2010
