Funding

  • Total: up to $8.8 billion
  • $53.6 billion available upon enactment
  • Suballocation $8.8 billion

    The purpose of the program is to provide fiscal relief to the states to prevent tax increases and cutbacks in critical education and other services.

    Allocated by formula to Governors. Funding is available for obligation for two years;

  • Formula is 61% based on the relative population of individuals aged 5-24; and 39% on the basis of the relative total population.

    Funding must first be used to restore aid to school districts under the state's primary elementary and secondary education funding formula to the greater of 2008 or 2009 funding levels and restore State support to public institutions of higher education.

    Governors must use 18.2% (about $8.8 billion) of the state's allocation for public safety and other government services including modernization, renovation and repair of elementary, secondary and higher education facilities. Projects bid here are under state bidding laws.

    The money under the stabilization fund may not be used to pay for maintenance, stadiums, vehicles, or administration or operations facilities.
