Additional Information
- Priority given to areas that have experienced sudden and sever economic dislocation and job loss due to corporate restructuring
- Preference given to projects that can be started and completed expeditiously, including a goal of using at least 50 percent of the funds that can be initiated in 120 days, or by June 17, 2009
