Require State to Pay for Installing Diesel Emission Control Technology

Background:

AGC has worked over the past several years with the Clean Air Task Force, the leading environmental group in the field of diesel pollution, to develop the “Clean Construction Principles.” These Principles respect the competitive bid system and clearly state that the public should bear the cost of retrofitting equipment already in use.

AGC Message:

The total payment for retrofitting the equipment must not be more than 1 percent of the project cost
The successful low bidder will receive a payment for upgrading the emissions technology through a change order process
Congestion Mitigation and Air Quality Program should be the priority funding mechanism for Clean Construction
